Oversee maintenance of the entire facility to support production, projects, and army requirements. Includes managing various maintenance crafts and insuring that breakdown and preventative maintenance are completed to contractual requirements. Plan and coordinate all utility operations which include overall management of a steam power generation facility and both industrial and sanitary wastewater treatment facilities. Conduct all facility maintenance and industrial utilities activities with particular emphasis on safety, environmental, and quality compliance. Ensure that all maintenance groups and utility plants are maintained in a high state of readiness to meet current, emergency and surge requirements. Provide personal development strategies for personnel in the facility engineering area. Provide technical support to Sales & Marketing, Research & Development, and the Site Commercialization Director. Perform long-range planning for facility engineering at the Holston AAP site as well technical support and consultation in Business Expansion efforts that are undertaken by the senior management team. Provide strategic direction and support to the senior management team at OSI and the Sector level.
Required Education:
Bachelor of Science or Master's Degree from an accredited University in Engineering.
Required
Experience:
At least 10 years' experience in Chemical Plant management of production operations, of which at least 5 years should be in work related to manufacturing or facilities engineering.
Required Skills:

Set departmental goals and objectives consistent with corporate business unit plan.
Management of all facility engineering functions at the Holston site, including budgetary control, staffing, maintenance planning, utilities, safety, environmental and quality.
Ensure that all elements of the facility contract with the Army are achieved.
In consultation with the Environmental and Safety Groups, ensure compliance with all state and federal safety and environmental requirements and as it relates to operational functions (Utilities and Wastewater treatment) managed under this directorate.
Provide strategic thinking and support the senior management team at OSI and the Sector level
Provide technical support and business consultation to Sales & Marketing, Research & Development, Site Commercialization and Business Expansion efforts.
Provide support for long-range planning and preparation of business plans and new business proposals.
Enhance a partnering relationship with the government counterparts at the local, Joint Munitions Command (JMC) and the PEO AMMO levels.
Bachelor of Science or Master's Degree from an accredited University in Engineering with at least 10 years' experience in Chemical Plant management of production operations, of which at least 5 years should be in work related to manufacturing or facilities engineering. Must have ability to work in a team environment and manage multiple tasks concurrently. Knowledge of safety and environmental legislation is essential. Must be able to plan for production and maintenance requirements and assess overall resource requirements. Ability to think creatively and demonstrate exceptional organizational and management skills; good oral and written communications skills. This job requires a clear understanding of Life Cycle Management and Operational Framework concepts. Must have good project management skills. Must be knowledgeable of managerial finance concepts as it relates to business case assessment and analysis.
